Nigeria Unlocks $552 Million HOPE-EDU Programme — Fastest Education Deal in History
In what the Federal Ministry of Education has described as the fastest activation of education financing at this scale in Nigeria's history, the Federal Government officially unlocked the HOPE for Quality Basic Education for All (HOPE-EDU) programme on March 3, 2026 — achieved within just 12 months of initiation.
Co-financed by the World Bank and the Global Partnership for Education, the programme is explicitly designed to tackle foundational learning gaps, expand equitable access to quality schooling, and build stronger accountability systems across participating states.
UBEC's Executive Secretary Dr. Aisha Garba confirmed the programme targets improving outcomes for over 29 million children, empowering 500,000 teachers, constructing 13,000 new classrooms, and bringing back over 1.5 million out-of-school children nationwide.
"HOPE-EDU is more than a funding mechanism; it is a promise fulfilled."
— Dr. Aisha Garba, Executive Secretary, UBEC
The programme aligns with the Nigeria Education Sector Renewal Initiative (NESRI) and adopts a performance-based funding model — meaning states only receive disbursements when they demonstrate measurable improvements. This is a significant shift from Nigeria's historical pattern of releasing funds without tracking results.
What Makes This Different
Unlike past programmes where money was budgeted but rarely tracked, HOPE-EDU ties every naira to measurable outcomes: literacy rates, teacher attendance, classroom availability, and enrolment data — monitored in real time. The stakes for state governors have never been higher.
Minister of Education Dr. Tunji Alausa emphasised that the ₦3.52 trillion earmarked for education in the 2026 fiscal year represents the highest allocation to date, complemented by increased sub-national funding. The $552 million complements — not replaces — this domestic commitment.
