"No NERD, No NYSC" policy — one of the most significant education policy changes in Nigeria right now
What is NERD?
NERD — the Nigeria Education Repository and Databank — was established in 2023 in response to growing outrage over persistent certificate racketeering. It serves as a national digital initiative for managing, preserving, and verifying education data and records in collaboration with government and private sector partners.
What Did the Government Just Announce?
The Federal Government has announced stricter enforcement of the "No NERD, No NYSC" rule, making compliance compulsory for graduates seeking mobilisation into the NYSC. Under the directive, graduates must upload their academic works — including final-year projects and theses — into the national repository before they can be processed for NYSC mobilisation or granted exemption.
Who Does It Affect?
NERD verification will also be required by key educational and training agencies including the NUC, NBTE, TETFund, and the Industrial Training Fund (ITF) before offering services or approvals. So it's not just NYSC — it touches virtually every major education-related government service.
Full compliance applies to all graduates mobilising for NYSC from January/February 2026 onwards.
Why is the Government Doing This?
The Minister cited cases of Nigerians travelling to the Republic of Benin to obtain PhD certificates in just six months from universities that never existed — some operating from one-room apartments. Following a presidential directive, investigations were conducted, the practice was stopped, and all those with illegal certificates were removed from the civil and public service.
Progress So Far
Within just four months of enforcement, the platform had curated nearly 100,000 digital student submissions and onboarded more than 350 universities, polytechnics, monotechnics, and colleges of education for real-time credential verification.
Rewards for Academic Excellence
The minister announced the establishment of the NERD Annual National Knowledge Prize and Award Programme, which will reward outstanding undergraduate, master's, and doctoral theses with prizes ranging from ₦5 million to ₦20 million.
What Should Students Do?
Your institution handles most of the process — but you should confirm with your school's ICT or records department that your academic outputs (project/thesis) have been uploaded to the NERD portal before your NYSC mobilisation date. Without this, you could be barred from service.
