250,000 Slots, Zero Naira: The Complete Guide to Applying for the Federal Government's Free CAC Business Registration Programme
What the Government Has Opened
The Federal Government has reopened the portal for a programme that removes one of the most persistent barriers facing Nigeria's informal business economy: the cost of registering with the Corporate Affairs Commission. Under the initiative — approved by President Bola Ahmed Tinubu and implemented through a partnership between the Small and Medium Enterprises Development Agency of Nigeria and the CAC — 250,000 eligible nano, micro and small businesses across Nigeria can formalise their operations through a CAC business name registration at absolutely no cost.
The programme was formally unveiled by the Presidency at the 8th National MSME Awards held at the State House in Abuja on June 27, 2026. The portal opened for applications on July 14, 2026. No official closing date has been announced, but the programme will run only until all 250,000 available slots are taken. Given the scale of informal business activity in Nigeria and the consistent demand for formalisation support, entrepreneurs are strongly encouraged to apply as early as possible rather than waiting for a deadline announcement that may never come.
Who This Programme Is For
The initiative targets Nigerian entrepreneurs who are currently operating nano, micro or small businesses without a CAC registration number — people who have delayed or avoided formalising their businesses specifically because of the cost involved. The standard CAC business name registration fee is a recurring and well-documented barrier for many small business owners, particularly those at the earliest and most financially vulnerable stages of enterprise development.
Successful applicants will receive their CAC business name registration entirely free of charge. Beyond that certificate, they will also gain access to business development support, technical training and other capacity-building opportunities available to SMEDAN beneficiaries — benefits that, for many applicants, may ultimately matter as much as the registration itself.
The Eight Requirements: What You Need Before You Apply
Before visiting the portal, applicants should ensure they have the following documents and information ready for upload.
A valid means of identification is the first and most essential requirement. Acceptable documents are a National Identification Number slip or card, a national identity card, a driver's licence, or an international passport. Applicants must ensure their identification document is current, legible and fully valid at the time of application, as expired or damaged documents will not be accepted.
A recent passport photograph is required. It should be clear, recent and meet standard documentation specifications — plain background, full face visible, no hats, scarves or tinted glasses.
A registered and active phone number is needed to create the SMEDAN portal account and receive application-related notifications.
A valid email address is required for account creation, correspondence and any follow-up communications from SMEDAN or CAC in connection with the application.
The proposed business name must be prepared in advance. Applicants should have a primary business name in mind as well as one or two alternatives, since a chosen name may already be registered in the CAC system and therefore unavailable. Names that conflict with existing registrations, government agency names, or names that are misleading in their description of the business will not be approved.
The nature of the business activity must be stated clearly. Applicants will be required to describe what the business does — the goods it sells, the services it offers or the activity it is engaged in — accurately and specifically.
The business address is required, including the physical location where the business operates or where the proprietor can be reached. A valid address is necessary for official correspondence and legal recognition of the registered entity.
The proprietor's personal details — including full legal name, date of birth and residential address — must be provided accurately, exactly as they appear on the valid identification document submitted.
How to Apply: The Step-by-Step Process
Visit the official SMEDAN registration portal at portal.smedan.gov.ng. This is the only legitimate platform through which applications are accepted, and applicants must use it directly rather than through any third-party agent, aggregator or intermediary website.
Create an account using your full legal name, email address, phone number and a password of your choice. Ensure the email address and phone number provided are active and accessible, as they will be used for all subsequent communications.
Complete the MSME registration form with accurate information about your business and your personal details. Every field should be filled carefully and honestly — errors or inconsistencies between the information provided and the identification document uploaded may result in disqualification.
When the form asks whether your business already has a CAC registration number, select No. This programme is exclusively for businesses that are not yet registered with the CAC, and selecting Yes will exclude the application from eligibility.
Upload the required documents — valid identification and passport photograph — at the point requested in the application flow, along with any other supporting materials the system requires.
Submit the completed application. An acknowledgment should be generated confirming the submission. Retain this for your records.
What Happens After You Apply
Once an application is successfully submitted and verified, SMEDAN and CAC will process the business name registration without charging the applicant any fee. The CAC will issue the registration certificate in the applicant's name as proprietor of the registered business. Processing timelines have not been officially specified, but given the volume of expected applications across 250,000 available slots, applicants should allow a reasonable period for processing and follow any instructions sent to their registered email or phone number.
Beyond the certificate, beneficiaries of the programme gain eligibility for a range of support services that SMEDAN administers for registered MSMEs — including access to grant and loan programmes, business development services, market linkage initiatives and capacity-building training that can meaningfully accelerate the growth trajectory of a formalised small business.
The Fraud Warning Every Applicant Must Take Seriously
The federal government, SMEDAN and the CAC have all issued explicit and emphatic warnings about the fraud risk surrounding this programme. Given how eagerly many Nigerians have been seeking formalisation support, the programme has predictably attracted fraudsters who are attempting to exploit it by posing as registration agents, charging facilitation fees, or claiming the ability to guarantee or fast-track an application in exchange for payment.
The government's position is unambiguous: this programme is completely free at every stage. No legitimate agent, no government official and no authorised third party will ask you to pay any amount at any point in the application process. The SMEDAN portal itself charges nothing. The CAC charges nothing. Anyone who approaches you claiming to be associated with this programme and asking for money is attempting to defraud you. Do not share your sensitive personal information, identification documents or financial details with anyone other than the official portal. Report suspicious approaches to SMEDAN directly through its official communication channels.
