Canada Invites 1,000 Candidates for Permanent Residence in Latest Express Entry Draw

2026-08-20
The Numbers Behind Draw #436

Canada issued invitations to 1,000 candidates in its latest Express Entry draw, giving them the opportunity to apply for permanent residence under the Canadian Experience Class (CEC). The invitation round, the 436th Express Entry draw overall, was conducted by Immigration, Refugees and Citizenship Canada (IRCC) on Tuesday, August 18, 2026, beginning at 10:13:44 UTC. Candidates needed a minimum Comprehensive Ranking System (CRS) score of 523 to receive an invitation, one of the more selective cut-offs recorded for CEC draws so far this year.

Where multiple candidates shared the same lowest qualifying score, IRCC applied a tie-breaking rule based on submission timing: the cut-off was set to August 17, 2026, at 22:09:00 UTC, meaning candidates who submitted their Express Entry profiles earlier were given priority over those who submitted later but landed at the same score.

What the Canadian Experience Class Actually Requires

The CEC is one of three federal economic immigration programs managed under Express Entry, alongside the Federal Skilled Worker Program and the Federal Skilled Trades Program. It's specifically designed for skilled workers who already have qualifying Canadian work experience and want to transition to permanent residency. To be eligible, applicants generally need at least one year, or 1,560 hours, of skilled work experience gained in Canada within the three years preceding their application, in occupations falling under National Occupational Classification (NOC) TEER categories 0, 1, 2, or 3. They also need to meet a minimum language proficiency threshold. Notably, CEC applicants aren't required to meet a specific education requirement or demonstrate settlement funds, a distinction from some of Express Entry's other streams, though they must intend to settle outside Quebec.

How This Draw Compares to Recent Rounds

This round was notably smaller and more selective than an earlier CEC draw held on August 5, 2026, which issued 3,000 invitations at a lower CRS cut-off of 516. The August 18 draw represents the smallest CEC round of the year so far and the highest CEC cut-off score recorded in 2026, suggesting increased competition among candidates in the pool. By mid-August 2026, IRCC had already issued more than 113,000 invitations across all Express Entry programs combined, with a significant share going to Canadian Experience Class candidates specifically.

What an Invitation Actually Means

It's worth being clear about what this milestone does and doesn't mean: receiving an invitation isn't the same as being granted permanent residence. The 1,000 candidates selected have simply been invited to submit a full application, which Canadian immigration authorities will then assess before any final decision on permanent residency is made.

An Important Note for Would-Be Applicants Abroad

This wasn't a country-specific program, and eligibility is tied entirely to Canadian work experience rather than nationality. That means someone living outside Canada, including in Nigeria or elsewhere, who has never actually worked in Canada would not qualify for this particular CEC draw, regardless of their education level, language skills, or other qualifications. Applicants without Canadian work experience would instead need to explore Express Entry's other streams, such as the Federal Skilled Worker Program, if they meet the relevant requirements for that pathway instead.

How the Broader System Works

Express Entry operates as Canada's primary online system for managing permanent residence applications from skilled workers. Candidates create a profile, enter the Express Entry pool, and are ranked using the Comprehensive Ranking System, which awards points based on factors like age, education, language ability, and work experience. IRCC then conducts regular invitation rounds throughout the year, some targeting specific programs like the CEC, others open to candidates across all Express Entry categories, selecting from the highest-ranked profiles in the pool at that time.
