Abstract

This study critically examines the influence of procurement systems on quality service delivery within the public sector. Given the pivotal role procurement plays in enhancing public sector efficiency, the research specifically investigates the impact of four core components contract planning, bidding processes, contract management, and bid evaluation on the effectiveness of service delivery across selected government ministries, departments, and agencies (MDAs). Employing a correlational survey design with a cross-sectional approach, out of which 98 were sampled procurement officers and relevant personnel drawn from six public institutions within the state. The data collection instrument, a structured questionnaire, was subjected to rigorous validity and reliability testing, including pilot testing and factor analysis. The findings indicate that all four dimensions of the procurement system exert statistically significant and positive effects on quality service delivery. Contract planning was shown with to facilitate well-structured, timely, and cost-effective projects. The bidding process, although characterized by transparency and competitiveness, faced challenges such as bid disputes and confidentiality concerns. Contract management, emerged as a critical determinant, with the need for enhanced oversight mechanisms and integration of technological tools emphasized. Bid evaluation produced processes were perceived as fair and efficient, contributing to trust and improved project outcomes. The study concludes that effective procurement systems are essential for enhancing the quality of public service delivery.
